This website is run by Easton Parish Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:
- change colours, contrast levels and fonts using browser or device settings
- zoom in up to 300% without the text spilling off the screen
- navigate the website using a keyboard or speech recognition software, as headings and descriptions have been used throughout the Website
- Use the web site on various devices; desktop PC, tablet, and mobile phone.

Technical information about this website’s accessibility
Easton Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
Compliance status
The website has been tested against the Web Content Accessibility Guidelines (WCAG) 2.2 AA standard. Due to financial limitations of the council, the testing and analysis was not done commercially, but by the council itself. The results confirm that the website is partially compliant and does not meet all the criteria of the WCAG 2.2 AA standard. For non-compliances – this means the content in question is in scope of the regulations, but there’s an accessibility problem in some areas. The internal testing has confirmed it would be a disproportionate burden for this council to make it fully accessible.

Therefore the website is not yet fully compliant with the Web Content Accessibility Guidelines version 2.2 AA Standard. The non-compliances and exemptions are listed below.
Non-accessible content
The content listed below is non-accessible for the following reasons.
Non-compliance with the accessibility regulations
1. Some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.2 success criterion 1.1.1 (non-text content).
We plan to review which images are within the Parish Council web pages and going forward we aim to ensure full sized images (excluding thumbnails) will have alt text included.
2. PDF documents uploaded since 2018 were signed scanned documents until 2025, so do not adhere to the PDF/A standards covered under the PDF and Other Documents section.
If the council receives any inquiries or requests to view such documents with screen readers or speech software then we will provide the documents as required.
3. In some areas the colour contrast between buttons or navigational elements and the background was insufficient as identified by the Wave tool.
The council will aim to rectify this issue before the next review of the accessibility document in November 2026.
4. There is no Help Facility or pages on the web site to aid navigation.
As the web site is so simple and small, it is determined that there is no need for assistance at this level.
5. When navigating using a keyboard it was found that some unexpected responses were received when tabbing through headings and menu items, preventing the smooth navigation to elements required.
To identify which elements on all pages cause undesirable results when using a keyboard would require outside web development assistance and this is not considered justified at present.
6. Accessibility testing was carried out on representative pages of the Parish Council Sub-site. Therefore it is possible issues are present on pages not used by the internal Basic Accessibility testing
Due to the financial implications of requesting a full professional accessibility review, no further action is considered appropriate by the council at this time.
Disproportionate burden
The Basic Accessibility internal assessment was carried in November 2025.
Navigation and accessing information
There’s no way to skip the repeated content in the page header (for example, a ‘skip to main content’ option).
It’s not always possible to change the device orientation from horizontal to vertical without making it more difficult to view the content.
It’s not possible for users to change text size without some of the content overlapping.
We’ve assessed the cost of fixing the issues with navigation and accessing information. We believe that doing so now would be a disproportionate burden within the meaning of the accessibility regulations. We will make another assessment when the supplier contract is up for renewal, likely to be in 2 years time.
Content that’s not within the scope of the accessibility regulations
1. The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix the Parish Council meeting minutes prior to 2018. Any new PDFs or Word documents we publish will meet accessibility standards.
2. Only the Parish Council section of the eastonpc.co.uk website is deemed to be in scope of the government guidelines.
3. Live video, currently there is no live on the website, so no testing has been able to be carried out.
What we’re doing to improve accessibility
Although significant areas of work to achieve full compliance are unable to be resourced and financed as laid out in the Accessibility testing document, there are a number of actions we will aim to progress as part of this council’s Accessibility Roadmap.
1. Monitor utilisation levels of the web site to assess any increase in online activity which may then drive a review of the justification for change.
2. Although PDF documents prior to 2018 are exempt from adherence to the PDF/A format, our PDF documents did not start using the PDF/A format until September 2025. The council will consider how to retrospectively update the PDF documents from 2028 to 2025 if requests are received for this facility.
3. The Parish Council element of the eastonpc.co.uk website is only one element of the web site and the other village and community pages within this this domain are considered as exempt from the government accessibility guidelines. However, any future development across the website as a whole. will aim to focus on meeting accessibly requirements and guidelines.
4. The Parish Council will log and monitor all requests for assistance where the web site falls short of full compliance. If such inquiries are identified to be increasing over time, then this will drive the need for an improvement plan.
Preparation of this accessibility statement
This website was tested on the 10th November 2025 against the WCAG 2.2 AA standard. The test was carried out internally by Steve Thomason of Easton Parish Council. You can read the full accessibility test report by contacting the Parish Clerk; clerk@easton-pc.gov.uk.
This statement will be reviewed once a year, even if there have not been significant changes to the website.
